Is it possible to setup a whitelist/blacklist as a hashed file? I would like
to setup a site-wide whitelist/blacklist and still have single user control
over other settings.

What about having a whitelist in a separate file from the users prefs file?
So each user has their own settings but a universal whitelist that each
account can reference.
