Mine was the original question, and I was able to get spamc / spamd to use individual ~/.spamassassin/user_prefs files. I think the only trick is to make sure you call spamc as the user who owns ~/.spamassassin/user_prefs. I don't know enough about your setup to know if that is the case. - Or
