Ok! guys I figured it out
I did a spamd -L -S -i 0.0.0.0 -x -D -u mail
and the following error message was returned
fatal: Can't create /tmp/spamassassin-24759 at /usr/bin/spamd line 209.
the permissions on /tmp was
drwxrwx--t

I used the default port.
but the main fact is that the daemon isnt running.
Do you have any clues?
