First, thanks to the whole crew for all of the work that has been
put into this package. I had two quick questions about 2.0+ just to
confirm my understanding.
The Makefile.PL has roughly this at the top:
my $DEF_RULES_DIR = ''
my $LOCAL_RULES_DIR = '';
