In some RFC written that subject MUST contain only 7-bit characters. Very
often mailers skip this requirement and put 8-bit chars (i.e national
alphabetic symbols) in raw 8-bit form. This is detected as
SUBJ_ILLEGAL_CHARS, IMHO.
