I was wondering that same thing, and have noticed that setting it to 0
will still update the database with information. Any way to completely
turn this functionality off?

Depends on version, but in 2.6x it is "use_auto_whitelist 0" in your config
also, where would one put sitewide whitelists ? (assuming
/etc/mail/spamassassin as default directory)
Any *.cf file in /etc/mail/spamassassin.
