All of this sounds like where you then have you put your faith in
Bayes. Surely there are terms in these emails that are sent that
Spammers aren't using in theirs.

These companies need to get a Habeas mark.
Minimally, they should prescreen their formats through SA.
Any database created as suggested should include contact information that
could be used to provide those suggestions.
If/when such companies get whitelisted they should get a temporary reject
