There are already tests for SpamCop and NJABL:
RCVD_IN_BL_SPAMCOP_NET
RCVD_IN_NJABL
X_NJABL_OPEN_PROXY
X_NJABL_DIALUP
You can see what blacklists are tested by default, and their assigned scores, at
