we had some prior commit history in a CVS repository that I ended up
grafting on top of the git history we have on savannah. The end result
of this process is that all tags changed and I can't push any changes
to savannah anymore. My understanding is that the correct way of
fixing this problem

towards the bottom of the page saying that private projects are not
