Changed access rights in the bug-tracker "savannah.gnu.org/bugs/?group=groff"

https://savannah.gnu.org/bugs/?group=groff When clicking on a bug number in column "Item ID" a message appears: "You are not allowed to post comments on this tracker with your current authentication level". Up to now the addition of a comment or creating a new bug was flawless. -- Bjarni

Some Errors: ... Spam score of your post is set to 1

The text of the subject appears each time I post to "bug-gr...@gnu.org" since after the bug-ticket #54475 comment #1. Can this message be avoided as the content is never spam, just "critical". Thanks.
