Someone is maybe trying to steal a user account.

I try the anonymous CVS checkout I get:

and I would like it if you could take the dominion-2 and dominion-3
repositories (from the old /gd2/gnu/dominion-repository) and
incorporate them as they were (two separate projects with the same
CVSROOT).

Glad to tell you that no malicious changes has been done to the server
conffiles managed by CVS.
I updated ~/README.login (ran /etc/cron.weekly/maylogin) and did not
noticed any unusual shell privilege.

I followed the instructions on http://gcc.gnu.org/cvs.html for checking
out GCC, but it doesn't work. After hitting enter when prompted for a
password, I get five minutes of waiting and finally a timeout. This has
been happening in all my attempts in the past four days. I don't have
