I installed both iscan and iscan-plugin-gt-9400, they both used to work under
ubuntu-12

I've installed+compiled both sources from git:
git clone https://anonscm.debian.org/git/sane/sane-frontends.git
git clone https://anonscm.debian.org/git/sane/sane-backends.git
#backends
$ ./configure --enable-libusb_1_0 --disable-translations
