I exported SANE_DEBUG_EPSON=128 and ran scanimage (as both root and a normal
user). The output of scanimage in both cases was simply:
scanimage: no SANE devices found

Please try to capture a log file when you run scanimage:
export SANE_DEBUG_EPSON=128
scanimage > /tmp/scan.log 2>&1
Then attach the file /tmp/scan.log to an email.

I don't think that this is a Sane problem, the message you get is
from the USB system.
If you have more USB ports on your system, try a different port, if
you have the scanner connected via a hub, try to connect the
scanner directly. Try a different USB cable. If you have access to
