So, I go to http://www.sane-project.org/sane-support.html and
http://www.sane-project.org/source.html and and see a lot of
plataforms supported but not an entry to a Windows systems.

- added hotplugging support to the kernel
- copied tools/hotplug/libsane.usermap and libusbscanner to
/etc/hotplug/usb/
- verified my scanner (acer640U) is in libsane.usermap
- ran /etc/init.d/hotplug restart

Try and download the SANE sources and compile it for your specific
platform. It should be possible to make the configure step run within a
cross-development tool-chain. The sources itself should compile fine.

This error is from libusb.
