it seems that you are running into the same problem like other people.
Currently there are some reports about problems with SCSI-devices on
some new 2.4.x kernels. I dont't know a solution. You should watch the
sane-devel mailing list if someone can find one.

I notice that the mustek 1200cp (a parallel port scanner) isn't listed
even though it works (kinda). Is this omission on purpose or
accidental?

let's see what the hp-backend is doing about the scanner. Run
export SANE_DEBUG_HP=17
xscanimage hp:/dev/scanner > hp.lis 2>&1
and send the compressed file hp.lis back to me.
