I think that Sage should raise an exception if the user explicitly asks
for a cat that barks or a dog that says meow, even with parameter
silent=True. If you don't agree, complain at ticket #19517.
(I.e. always raise when algorithm='bliss' and Bliss not installed, even
when Bliss could not be
