The scipy.org mirror seems to be okay, but I too noticed the
permission problems (which I think mess up the -d option to rsync).

I did not realise that the binary distributions are now mirrored, so
after updating my mirroring script I checked the other mirrors listed
at sage.math and there are some problems with SAGEbin:
