The scipy.org mirror seems to be okay, but I too noticed the permission problems (which I think mess up the -d option to rsync). Thanks for pointing this out. Since the binaries are also mirrored, I would imagine we have over-stepped our soft-quota at our scipy.org server (which is 10G). I haven'
