As stated, this wasn't an rsync issue. However, since I did post the issue
here I felt I should also post what resolved it(seems to)...Disabling APIC
in the BIOS appears to have returned everything to normal.

this is a linux kernel or hardware issue, please update (if not yet done)
your system to the latest patches, especially the kernel package.
