I can confirm this problem.
I suggest increasing the Severity of this bug to "Critical" because it causes
data to be lost without the user requesting this.

I am really not sure I understand what you are describing here so I will give
general backup with rsync advice...
1. Don't rsync -c unless you really really have to. It is horribly
