This cannot be dropped, subkeys are used by a number of prominent users
(including AlmaLinux). Dropping this will make it difficult for various build
environments to use RPM to verify signatures.

Moved package template into `macros.in`. Modeled the sub packages on
https://fedoraproject.org/wiki/Packaging:Langpacks but I am interested to hear
what other distributions use or would prefer.
