I agree entirely.
The program (and bank) names should not be translated. This would be an
impossible task for any translator.
It would always be possible to provide a language specific rgd file if
necessary.

I would think that program names in RG should normally match what is shown
on the physical instrument display. I don't know if any instrument
manufacturers

I combined the two parts and loaded the result into Rosegarden.
Looks good to me !
I also confirmed the issue with the translation. It seems the Program
names are translated in QObject context (MIDIInstrumentParameterPanel.cpp).
Does it make sense to translate the program names ?
