This structure is in the ICSD database, under Straetlingite. ICSD #69413.
The reason that it doesn't come up on a formula search is that the structure
for this compound is not exactly 2CaO . Al2SiO7 . 8H2O (the formula given is
H16.5 Al2.11 Ca2 O16.25 Si1.11)

As far as I know, there is no way to constrain just one phase. As you've
found, if you do, the remaining scaling factors refine to their "correct"
values relative to the fixed scaling factor. Are you sure of the known wt.
