Kernel Tuning in Red Hat 2.1 Enterprise Edition.

Where is the ability in 2.1 to set kernel parameters. In version 8, there is something under Extras>System Tools. I do not see this in 2.1. The reaason I am trying to look for this is that I got an error message saying that I could not open anymore files. I have HP-UX experience and in this OS
