You can check if the FTP service is registered and listening by doing a:
netstat -a -n | grep ":21"
you should see a line like:
tcp0 0 0.0.0.0:21 0.0.0.0:*LISTEN
If not somehow it's not running (or rather registered by xinetd)..

'Connection refused" means nobody's listening. You get other errors if the
above is the problem.

If you use default
i was just using a the standard ftp client on 5.2 and 6.0. ill try to
upgrade the 5.2 client and see if that helps.
