Any chance that the relay controlling the generator is in a FlexNet DC?
I've had a least one customer's generator not shut down and was pretty
sure that it was the latching relay in the FlexNet DC that was the culprit.

As I think of it, you have to be correct! I made a series connection to take
advantage of the controller, till I could rewire the entire mess. They were
originally running into 4 breakers.
The panels are Seimens 53 watt if memory serves me correct.

Just wondering, is there a problem with the US Plastics products? As I
said previously, we've used them for more than 15 years with no
problems. Typically we use the more expensive, acid rated ones but they
make many that will do the job.

I am looking at some USE-2 wire for a job and just noticed that it's jacket
says ETL not UL. I checked with the AHJ and he approved it (but I am wondering
about AHJs in other parts of my service territory). Anyone been down this path

should work fine for what you are trying to do. Try gro in Durango.
