If you can get anchor bolts in, you can weld on a 1" think plate with gussets to the bottom of the pole. We've had to do this a couple of times in rock.  We'll pour enough concrete to get a level base, but the bolts are epoxied into holes in the rock.  A good epoxy anchor is stronger than the b
