My Hilsen needs a new 1 inch threaded headset because I apparently rode
with it too loose for the past 5 years and damaged the race, according to
trusted LBS. The headset came with the frame I purchased from Rivendell and
LBS could't determine what brand it is. Something cheap, I'm sure.

I had the same issue with my Hilsen when using a brevet bag with very
moderate weight and rack. I since no longer use that set up but shimmy
persisted.
The culprit ended up being the tires–my beloved Jack Brown greens. Bike
shop said tires vary in how "true" they're manufactured–to use my own
Loyal Designs Randonneur bag: $180 plus shipping.
Grey with honey color leather trim. Flawless condition, barely used. 9” H x
10” W x 6.5” D (not including pockets).
Nigel Smythe Little Loafer (?): $100 plus shipping
Classic green tweed in very good condition. 5.5” H x 9” W x 5” D.

The Loyal Designs bag is nearly identical in size to the 10 liter Gilles
Berthoud GB25. It doesn't require a decaleur due to the bottom straps/strap
holders which Berthoud strangely omits.
The Nigel Smythe bag fits the exact dimension of Nit
Loyal Design bag and steel stoker stem are both sold. Everything else still
available.

Honestly, if my bike gets stolen then it’s opportunity for an upgrade...
But when in questionable areas, I use the Sheldon Brown method that locks the
back wheel to a post with a (Kryptonite) mini U lock.
