This happened on Col de Vie tires for me once. I pumped up the tube
without a tire and it buldged. So I put on a better tube. No more
lump.
Also, on another bike, there was a wobble. I changed the spoke tape
getting the tire to seat better. Helped some.

I put these fenders on my 50cm Saluki two years ago and they still
look nice. They are stainless steel so they won't rust but they will
scratch and dent. The mounting hardware is of a good quality. There
are a few tricks to getting Berthoud fenders to fit--I have the
Mitsuboshi Trimline
