Kool Stop Supra 2 might be a better option. The Supra 2 have
concave/convex washers which appear to be the same as the Thinline pads,
but with an Eagle 2 shape.

levers, there are clamps which fit a 7/8"/22.2mm handlebar. I probably
have some in a bucket of spare parts.

Why not just run the cable to the noodle from underneath? Point the noodle
down rather than up. Ladies frames with caliper brakes on the seat stay
bridge used this routing.
Downside is that moisture collects in the inverted housing. With stainless
housing and cable, this is less of an issue.
If we would list our name and location, it would be easy to know which
River Road was being discussed.

How similar or different is a Brooks Flyer from a Lepper Swiss Army Bike
saddle? I've got a Lepper that came with a large lot purchase years ago
