Have you tried the grease that’s recommended for carbon steerers? It has a bit
of grit in it to improve the grip of the parts. I’ve used it in the past on a
carbon steerer and a seatpost, and it worked as advertised.

Blue Loctite works well for slipping seatposts (and cradles that hold the
saddle rails), but it might mar a nickel plated finish. I stopped a
considerably undersized titanium post from slipping in my '99 Riv road bike
with Blue.
