That's a pretty big difference in tire size.
650b x 42 mm = 668 mm diameter
700c x 45mm = 712 mm diameter
Difference of 44mm diameter, 22mm radius. So you'd have to extend the
stays 22mm. You probably don't have that much extra length on the stays.

the Riv site and the SKS site they recommend the P50s for for 700x45 an
