My guess that they have no internal stiffening, so you'd have to
improvise some sort of interior structure to keep them from flopping
into the wheel.
I'm wildly allergic to horses, so all of my steeds are made of steel!

My wife and daughters ride horses. Best I can tell, there is NO
consideration given to weight with horse equipment. Over the weekend
I have to help my wife carry her saddle to the barn. I knew my B-17
wasn't light, but I don't have any issue picking it up!!!

Those are cheap! I know that some Dutch city bike panniers are all of a
piece and simply drape over your rack. It looks like these might work in a
similar fashion, perhaps after shortening the joining flap?
