Probably overtightened and "mushroomed" the stud slightly:
"Cantilever brake mounting bolts (front especially.)
If these are overtightened, they can "mushroom" the ends of the
cantilever bosses, causing the brake to bind up." -Sheldon Brown
It's pretty common. Likely you can get the diameter back

What did I do?
I went to put my the rack on my Atlantis. Well I wasn't paying attention and
tightened thebolt to replace the brake studs I tightened and realized and
loosened and corrected. Well now the brake has zero spring tension and I could
barely get the damn thing off the brake stud.
