I run a Saris Freedom 2 and enjoy it much more than hanging racks I've used in the past. Easy to load and bikes don't move at all at interstate speeds. The Saris Cycle On with the add on would give you flexibility in size with a super secure mounting. I've seen it in use and its bike mounting me

Erl, I've never had to carry 4 at once but I was pretty disappointed with my swagman 2 bike carrier that was hitch mounted. Lots of sway... In not sure of the financial viability but I wonder with 4 fit the foreseeable future if you'd be better with a small trailer and you build a custom rack
