### How to reproduce the issue?
A while ago I muted a user who was consistently rude in note comments. I still
receive emails whenever they close or comment on a note that I am subscribed
to, inc

As a user of osm.org who never looks at GitHub, that isn't really clear. It
also seems like a clear loophole for abusive users to continue to contact
people who are trying to get away from them.
