The "version exceptions" are for Racket versions, for example, the "raco pkg install cover" in a Racket 8.0 installation will query the url: https://pkgs.racket-lang.org/pkg/cover?version=8.0, while the same command in a Racket 6.7 installation will query https://pkgs.racket-lang.org/pkg/cover?
