I have been working on Guix's packaging of Racket, though I'm not
especially experienced with Guix.
The ssl-connect issue sounds like it may be related to ยง2.6 "Application
Setup" in the Guix manual, especially the subsections about "X.509
Certificates" and perhaps the "Name Service Switch":

Yes, it's fine because the target is BC (and a host BC is set up as
needed)
