Not sure exactly what you want, but does using 'ylim' do what you want:
plot(1:5, sample(100:200,5), type='b', ylim=c(0,450))

Anywayyeah, suppress the axis using yaxt then call and define the new
scale using axis().

If you want to change the axis tickmarks you can buildt your plot with
yaxt="n" and then add an axis with what you want, e.g.
axis(side=2,at=c(0.01,0.03,0.05,0.07,0.09),cex.axis=1,las=2)
