qmail-queue wrapper (qmscanner for ex) has to provide an error message on
STDERR, starting with D for a permanent failure
The one I keep noticing is that the /var/spool/qmailscan/tmp directory
keeps being created with the ownership of 'root:root' - because that's
who is doing the base tests and such. Once that's chowned to qscand, it
works properly.
