I'm curious about the message ID that qmail-scanner writes into the
header of incoming mail. It appears to be generated by a combination of
date, time and sender address. Is it a truely unique id or is it
possible for there to be duplicate instances of the same id.

I actually run the ./contrib/test_installation.sh and I got notified by through email.
So I though it works.
