You can download the plan IGN with 2154 projection, by department area for scales 8 to 19, here : https://geoservices.ign.fr/planign And on the page https://geoservices.ign.fr/bascule-vers-la-geoplateforme there is a link to regularly updates csv file which gives the different layers available and
