useful if you created an issue report on
https://github.com/qgis/QGIS/issues providing all the requested info and
a QGIS project in order to replicat

Yes, I have noticed this for a couple of versions, where the top most
Theme is selected for viewing, rather than the last selected
layers/Theme, after saving and reopening the project.
I am using 3.42.1 (Munster).
