Following up on my previous post, I managed to get qwebengine to work within a
plugin on windows 10.
I had to do the following changes :
- On QGIS side, I had to change a line in the main.cpp from core to set
"Qt::AA_ShareOpenGLContexts". I already posted a PR for this :

Take a look at how it is done in the AequilibraE plugin.
I basically ship the plugin without the binaries and create a menu item where
the user can choose to download the binaries.
Once downloaded, restarting the plugin allows it to identify the binaries and
deactivate that menu item.

GDAL/OGR to execute the queries, there might be some fid/id handling that
messes up with the returned fields.

I have found an example, how to do that in python:
