This fixes a recently introduced assertion failure that was reported to
happen when migrating virtio-net with a failover. The latent bug that
we're executing code in coroutine context that was never supposed to run
there has existed for a long time. However, the new assertion that
callers of bdrv_g
vAPIC isn't KVM specific, so having its name prefixed 'kvm'
is misleading. Rename it simply 'vapic'. Rename the single
function prefixed 'kvm'.

This patch implements nested PAPR hcall H_GUEST_SET_CAPABILITIES.
This is used by L1 to set capabilities of the nested guest being
created. The capabilities being set are subset of the capabilities
returned from the previous call to H_GUEST_GET_CAPABILITIES hcall.
Currently, it only supports P9/P10
This hcall is used by L1 to delete a guest entry in L0 or can also be
used to delete all guests if needed (usually in shutdown scenarios).
