I would be overjoyed if someone could point me to a description of the behavior
of qemu when generating the ACPI "power button press" event for the guest. And a
further reference to a description of the standard that qemu adheres to (I
presume) would be icing on the cake.

Hello,
it is not possible in the current version (5.4), and is not possible for many
previous versions, to shut down an OpenBSD guest using "virsh shutdown". The
guest freezes totally and must be destroyed afterwards.
The host is a 64bit debian-6 system running Qemu version:
