Do you really mean IDE, or are you in fact looking for a GUI designer
tool ? If the latter, you may want to have a look at wxGlade.

Don't know about Tkinter, but for wxPython, I would suggest Dabo. You
get their visual tools, along with a more robust and consistent
wrapper around the wxPython
