Sounds like you want to use Twisted or something to implement the SMPP
protocol. That's not trivial, but probably not too difficult; if you don't
need message delivery confirmation, it should be stateless.

Regarding Python IDEs, I really like PyCharm. It's written in Java, and
sometimes you can tell that by its performance, but it's very featureful
and has a great debugger, and your 16 GB box should support it nicely.
I think we should follow the lead of the radio and TV industry, and let the
FCC decide what's acceptable. On second thought, that won't work - they
would let "therapist" through, and as we all know, that has a double
meaning.
