[issue28324] Clean up MacOS 9-specific description in the docstring of os.py

New submission from Chi Hsuan Yen: As per PEP 11, MacOS 9 support is removed in Python 2.4. There are some leftovers in CPython code base, among which comments about os.py are examples. I propose to clean them up for cleaner codes. Added Mac experts as well as Guido, the author of these commen
