Steve, yes: from my point of view, the version in "Programs and Features"
should be 3.6.2 or 3.6.2.0 or 3.6.2.150.

Each Windows installation has a “product version”.
The Windows installer python-3.6.2.exe has product version "3.6.2150.0"
(accessible with context menu / Properties / Details).
This causes at least 2 problems:
- Automated software inventory
