The problem is that poudriere bulk -a doesn't start due to those ports.
If you switch them to USES=python it starts (and they seem to build fine)

Are you sure it affects quarterly? A quick grep on packagesite.yaml indicates
none of the quarterly repositories has version 5.9.1 of psutil:
